The official way is to sign up for a developer license with Apple. In order to get access to the internal coding so you can create an app, developers pay Apple $100 a year for a developer license. We all know that and not pleased to pay it so much. But there is a free way to get it now.
First: Download iOS 7 for your device.
Second: Open up iTunes and connect with USB.
Third: Click on "Check for Updates" and choose the iOS 7 while holding down the
SHIFT key.
